Documentation is the backbone of international rice trade. A shipment can be perfect in quality — right variety, right specs, right packaging — but if even one document is missing or incorrect, your goods can be held at the destination port, sometimes for weeks.

As a buyer, you don't need to prepare these documents yourself — that's your exporter's job. But you do need to know what to expect, what to verify and what questions to ask before your shipment leaves India.

The 7 Essential Documents for Every Rice Export

Commercial Invoice

Issued by: Exporter

The primary financial document. States the buyer and seller details, product description (variety, grade, quantity), unit price, total value, payment terms and Incoterm (FOB/CIF). Must match the LC terms exactly if you're paying by Letter of Credit.

Bill of Lading (BL)

Issued by: Shipping Line

The most important document — your legal title to the goods. Issued by the shipping company (MSC, Maersk, Evergreen, etc.) once the container is loaded on the vessel. You cannot claim your goods at the destination port without the original BL. Under LC terms, the BL is sent via bank.

Packing List

Issued by: Exporter

Details the physical contents of the shipment — number of bags, weight per bag, net weight, gross weight, container number, and seal number. Used by customs at both origin and destination for verification.

Phytosanitary Certificate

Issued by: Government of India (PPQS)

One of the most critical documents for food imports globally. Certifies that the rice consignment is free from pests, plant diseases, and harmful organisms. Issued by India's Plant Protection, Quarantine & Storage (PPQS) department. Mandatory for almost every country importing rice.

Certificate of Origin (COO)

Issued by: Export Inspection Council / Chamber of Commerce

Confirms that the rice is of Indian origin. Required by customs in almost all importing countries to determine applicable duties and tariffs. Under preferential trade agreements (e.g., India-UAE CEPA), a specific GSP or CEPA COO can reduce import duties significantly.

APEDA Certificate

Issued by: APEDA (Government of India)

The Agricultural & Processed Food Products Export Development Authority issues this certificate for all rice exports from India. Mandatory under Indian law. Buyers should verify the exporter's APEDA registration number — it confirms they are a legally authorised rice exporter.

Fumigation Certificate

Issued by: Licensed Fumigation Agency

Certifies that the rice and/or container has been treated with an approved fumigant (usually Methyl Bromide or Aluminum Phosphide). Many countries — especially the UAE, Kenya, and UK — require this before allowing entry. Should specify treatment date, chemical used, dosage, and duration.
