Kenya Rice Import Duties & Tariffs
Kenya applies the following duties on rice imports under the East African Community Common External Tariff (EAC CET):
- Import duty on husked/milled rice: 75% of CIF value (HS code 1006.30)
- Import duty on parboiled rice: 75% of CIF value (HS code 1006.20)
- VAT: 16% applied on CIF + duty value
- Railway Development Levy (RDL): 1.5% of CIF value
- Import Declaration Fee (IDF): 2% of CIF value
Kenya's high import duty (75%) means landed cost is significantly above CIF value. Factor this into your pricing before placing orders — a $350/MT FOB price can land at over $700/MT after all duties and charges.

Kenya PVoC — Critical Requirement
Kenya's Pre-export Verification of Conformity (PVoC) is a mandatory requirement that many new importers miss. Before your shipment leaves India, it must be inspected and certified by a KEBS-approved agency. This is done at the load port in India.
Ask your Indian exporter specifically: "Can you arrange PVoC inspection before shipment?" A reliable exporter will confirm this immediately. If they are unfamiliar with PVoC, treat it as a warning sign.
